1983 International Tropical Timber Agreement
1983 guoji redai mueai xieding(l卿国际热带木材协定》(1983 Intemational TropicalTill止吧rA即eement)为实现联合国贸易和发展会议商品综合方案的有关目标而签订的第三个国际商品协定。1983年11月18日签订于日内瓦。1985年4月l日生效。1986年7月2日对中国生效。其宗旨是:为热带木材生产和消费成员之间的合作和协商提供有效的协调机制;促进国际热带木材贸易的发展和多样化，改善市场的结构状况;促进研究和开发森林的管理和木材利用;鼓励发展旨在持续利用和养护热带森林及其生产资源，保持有关区域生态平衡的国家政策。截止到l卯2年11月16日，世界上共有48个热带木材生产国和消费国以及一些国际组织参加了该协定。《协定》到l望抖年3月31日期满终止。根据该协定成立的国际热带木材组织理事会曾召开过巧届会议(到1卯3年11月17日止)。中国林业部和对外经济贸易部参加了每次的理事会会议。在1992年第12届理事会会议上，中国提交的中国从非洲进口热带木材的识别、材性和用途项目，以及海南热带森林分类经营永续利用示范项目被批准，受到援助并已经启动。在1卯3年第14届理事会会议上，批准了中国海南岛热带木材经营永续利用示范项目的分期实施方案。到l卯3年底，国际热带木材组织资助的中国热带木材市场的结构和国际合作现状及2(XX)年展望目标、中国以竹替代热带木材作为原料的研究项目已进人尾声。国际热带木材组织第巧届理事会会议主要审议了《1983国际热带木材协定》重新谈判的主席报告，出口热带木材的证书和标签问题等事宜。(巴连柱)
