补充资料：城市总体规划的调整和修改
城市总体规划经批准后，应当严格执行，不得擅自改变。但是，实施城市总体规划是一个较长的过程，在城市发展进程中总会不断产生新的情况，出现新的问题，提出新的要求。作为指导城市建设与发展的城市总体规划，也不可能是静止的，一成不变的。也就是说，经过批准的城市总体规划，在实施的过程中，出现某些不能适应城市经济与社会发展的要求的情况，需要进行适当调整和修改，是正常的。事实上，近几年来随着城市改革、开放的深入发展，不少城市的总体规划已不能适应形势的要求，有关调整和修改工作已经提到日程上来。为了使这一工作能够按法定的程序进行，以保证总体规划具有法律效力，《城市规划法》第二十二条对总体规划的局部调整和重大变更作出了明确规定。
城市总体规划的局部调整，是城市人民政府根据城市经济建设和社会发展情况，按照实际需要对已经批准的总体规划作局部性变更。例如由于城市人口规模的变更需要适当扩大城市用地，某些用地的功能或道路宽度、走向等在不违背总体布局基本原则的前提下进行调整，对近期建设规划的内容和开发程序的调整等。局部调整的决定由城市人民政府作出，并报同级人民代表大会常务委员会和原批准机关备案。总体规划的修改，是指城市人民政府在实施总体规划的过程中，发现总体规划的某些基本原则和框架已经不能适应城市经济建设和社会发展的要求，必须作出重大变更。例如由于产业结构的重大调整或经济社会发展方向的重大变化造成城市性质的重大变更；由于城市机场、港口、铁路枢纽、大型工业等项目的调整或城市人口规模大幅度增长，造成城市空间发展方向和总体布局的重大变更等。修改总体规划由城市人民政府组织进行，并须经同级人民代表大会或其常务委员会审查同意后，报原批准机关审批。
