Dlonl一X一tong Anquan Wend一ng Dooze《电力系统安全称定导.lJ》(Gu讨el~.了br尸沙田盯S州翻S““碗少andst司冠ity)指导中国电力系统的规划、计划、设计、基本建设、生产运行和科研试脸等部门有关电力系统安全稳定工作的准则。导则中的标准是在总结中国电力系统安全稳定工作，特别是对197。~198。年中国电力系统发生的稳定破坏事故总结分析的基础上，根据中国具体条件和近期发展偏要与可能而制定。 提商电力系统安全稳定的最主要条件是:①合理的电力网结构;②对电力系统进行全面的研究和分析，采取切实可行的技术措施，如加快切除故障等措施和相应的管理措施，力保电力系统安全稳定运行;③对不同概率和严重程度的事故区别对待，建立保证电力系统安全毯定运行的三道防线，特别是防止运行中的电力系统因惫外的多重故障而失去稳定造成系统瓦解和崩演的最后一道防线.落实这三个基本条件就可能使一个在电力网结构上安全稳定水平较低的电力系统取得较好的安全稳定运行的技术经济效果。这就是制定本导则的基本指导思想. 批准单位和时间1981年10月中国由水利电力部以(81)电生字第109号文颁发执行。为适应中国电力系统近20年的发展和变化，电力系统安全稳定导则的修订工作已在进行。 适用范日导则适用于电压等级为220 kV及以上的电力系统。电力系统规划、计划、设计、基本建设、生产运行和科学试验等部门在涉及电力系统安全稳定工作方面都必须遵守本导则。 主要内容包括总则，电力系统安全稳定运行的基本条件，事故情况下的安全稳定准则，防止电力系统崩演的主要措施等。 总则明确规定了导则是指导电力系统规划、计划、设计、墓本建设、生产运行和科学试验部门有关220 kV及以上电力系统安全稳定工作的准则。 电力系统安全德定运行的墓本条件规定了电力系统正常运行和事故情况下的安全稳定准则和对电力网结构的原则要求。 (1)为保持电力系统正常运行的稳定性和频率、电压水平，系统应有足够的静稳定储备，有功功率、无功功率备用容盆和必要的调节手段，以适应正常负荷波动和调节有功功率、无功功率的要求。 (2)电力网结构是电力系统安全稳定运行的物质基础。一个结构合理的电力网应满足下列原则要求:①有一定的灵活性，能够适应各种运行方式变化的需要;②有一定的可靠性，任一元件无故障断开时应能保持系统的安全稳定运行;③有较大的抗干扰能力，能满足各种事故情况下安全稳定标准的要求;④分层分区，主力电源一般应直接接人高压主电网，加强受端系统，适当分散外接电源。
