技术结构阶层
技术结构阶层指现代工业生产所需的管理阶层及其技术和规划方面的专长。这个概念是新制度学派代表人物J.K.加尔布雷思论点中的一个重要特色。加尔布雷思在其代表作《新工业国》中指出，由于技术越来越发展，技术越来越复杂，技术对于企业的生产越来越重要，从而使得各种生产要素的相对重要性发生了决定性的变化。在他看来，在封建时代，土地是主要的生产要素，地主是这一要素的供给者，所以地主当时是掌权的;后来，资本代替土地成为主要的生产要素，资本家是这一生产要素的供给者，所以权利就由地主转移到资本家手中;而在现代条件下，技术知识成了企业生产的决定性要素，谁拥有专门的技术知识，谁就掌握权力。事实上，权力已经转移给一批拥有为现代工业技术和计划所要求的各种技术知识、经验或其他才能的人。加尔布雷思给这样一批人起名为技术结构阶层，称他们是现代企业的掌权者、决策者至于原来在企业中掌权的资本家，加尔布雷思称之为正在消失的形象。加尔布雷思从技术知识成为主要的生产要素以及企业权力转移给技术结构阶层这一前提出发，还分析得出了其他结论。如现代企业不再以最大利润为首要目标，现代企业更注重制定计划，并保证计划得以实现等。应该指出的是，较加尔布雷思早的西方经济学家，如伯勒和米斯、勒纳等在分析现代企业特点时，已经得出了如两权分离、技术结构阶层的结论。
