| 经济管理 economic management 运用经济手段对社会经济活动进行计划、组织、控制等各种职能的总称。 在经济管理中，运用的经济手段主要有：价格、税收、信贷等。价格涉及面广，调节面宽，在经济活动中，是联结买卖双方经济利益的纽带，运用它可以刺激或抑制生产者和消费者的利益及其活动，可以调节各类产品的供求平衡，调节国民经济各部门的比例关系，调节国民收入的分配比例，保证经济发展的宏观方向。税收具有强制性、稳定性、统一性、及时性的特点，在经济活动中是联结全局利益和局部利益的纽带，运用它可以调节国家、企业、个人之间的利益关系，可以调节经济运行中所出现的贫富悬殊、两极分化状况。税收的调节作用主要是通过税种、税目、税率、减免税等来实现的。信贷具有偿还性、非强制性、灵活性等特点，是联结借贷双方经济利益的纽带，运用它可以筹集资金、融通资金、合理运用资金，有效地调控国民经济活动。信贷主要是通过组织存款、发放贷款、贷款条件、利息率升降、中央银行对专业银行法定准备金调整和贴现等手段来发挥调控作用的。 在经济管理中，运用各种经济手段对社会经济活动进行调控的职能有：计划、组织、控制等。计划是对未来经济活动进行规划，包括确定未来的目标和规定实现目标的方法、途径和措施。组织是对社会经济活动进行合理的分工和协作，合理地配置生产力，并确定各种经济组织之间的责、权、利关系。控制是采取措施纠正实际经济活动过程中所出现的偏差，包括确立标准，得到表示实际结果的信息和采取措施纠正偏差。 根据管理的主体、范围和方法的不同，经济管理可分为两类：①国民经济管理。即国家运用经济手段对社会经济活动的宏观管理。它包括对全国人力资源、物力资源、财力资源、科学技术、企业经济的管理以及涉外经济的管理。②企业经济管理。即生产者对企业内部经济活动的管理。它包括厂部、车间、班组（工段）等不同的管理层次，以及计划管理、生产管理、物资管理、质量管理、成本管理、财务管理、劳动人事管理等不同的专业管理。 |
