zhon99uo Renmin Iiefongiun wuqiZhuangbei Guanli Gongzuo Tiaoli《中国人民解放军武器装备管理工作条例))(尺e、ula‘ions Regarding Manage-ment of WeaPons and幼uiPmenr ofrhe Chi-nese尸e叩ze’s乙iberarion Army)1989年12月1日中华人民共和国中央军事委员会常务会议通过，1990年4月12口中央军事委员会士席签署命令发布。自发布之日起施行。分总则，职责与分仁，申请与补充，动用与封存，保管与维修，转级与退役报废，技术革新，奖励与惩戒，附则。共9章66条和1个附录。主要内容有: ①规定武器装备管理的范围和基本任务。武器装备管理，是指武器装备从军队接收到退役报废的系列管理l二作过程。其主要工作范围包括:武器装备的申请、补充、动用、封存、保管、维修、转级、退役、报废和技术革新等。武器装备管理卜作的基本任务是:保证武器装备经常处于良好的技术状态，保障部队遂行平时和战时各项任务。武器装备管理实行首长负责，统计划，分级管理的原则。 ②规定武器装备的主管机关和仁作职责。总参谋部、总后勤部是全军武器装备管理工作的主管机关，分别主管职能分「范围内的组织计划和技术勤务保障工作;各级司令部、后勤部以及装备技术和修理部「1，分别是本级武器装备管理工作的上管机关。全军人员都负有爱护和保护武器装备的责任。各级首长要领导部属科学地管理所属武器装备，使之保持良好的技术状态。士兵要遵守武器装备管理的法规、制度和操作规范、规程，做好具体管理工作。 ③规定武器装备的管理环节。武器装备的具体补充、调整、换装，按照统计划，分级实施;军队人员调动、退出现役时，原配发的武器装备一律按隶属关系上缴;军内非编制序列单位、生产经营和企业单位，不得配发和动用部队的武器装备。要严格控制武器装备的日常动用;严禁任何单位和个人擅自馈赠、出售、交换武器装备和动用武器装备从事生产经营活动;严格按武器装备的性能、编配用途使川武器装备;缓修和日常动用比例数量之外的武器装备必须进行封存，启封封存的武器装备必须报相应主管机关批准。武器装备的保管必须符合技术标准和战备与安全要求，做到无丢失、无损坏、无锈蚀、无霉烂变质;库存武器装备的调拨，应，严格按规定的职责和权限办理;武器装备的维护保养、修理要符合规定的技术要求;武器装备的转级，必须经过技术鉴定。
