联合浮动指国家集团对成员国内部货币实行固定汇率，对集团外货币则实行联合的浮动汇率。欧盟（欧共体）11国1979年成立了欧洲货币体系，设立了欧洲货币单位（ECU），各国货币与之挂钩建立汇兑平价，并构成平价网，各国货币的波动必须保持在规定的幅度之内，一旦超过汇率波动预警线，有关各国要共同干预外汇市场。1991年欧盟签定了《马斯赫特里特条约》，制定了欧洲货币一体化的进程表，1999年1月1日，欧元正式启动，欧洲货币一体化得以实现，欧盟这样的区域性的货币集团已经出现。
