Hainan mobilizes for post-disaster recovery, reconstruction

The entire Hainan province is uniting efforts to accelerate post-disaster recovery and reconstruction following the impact of Super Typhoon Yagi, said Jiang Jianmin, deputy director of the Publicity Department of the CPC Hainan Provincial Committee, on Monday evening at a news briefing.

The eastern section of the Hainan high-speed railway loop resumed operations on Sunday at 11 am, while the western section from Sanya to Baimajing, Danzhou, began operations on Monday. However, local city train services within Haikou, trains traveling to and from the island, and certain sections of the western segment of the loop remain suspended.

In Haikou, all public bus routes, including school bus routes and commuter lines, restarted operations on Monday morning, except for tourist bus lines temporarily suspended due to the closure of certain scenic areas.

Following the typhoon, 5,798 communication base stations were disrupted in Haikou, with 3,213 stations restored as of 4 pm on Monday, leaving 2,585 stations awaiting recovery, resulting in a restoration rate of 55.42 percent.

Efforts to restore power in Haikou have seen progress, with 22 out of 28 substations and 368 out of 552 faulty 10kV power lines repaired. While 1,191 neighborhoods have had their power restored, 398 neighborhoods remain without power as of 3 pm on Monday.

Water supply services are also being restored, with six water supply wells operational by 9 am on Monday. The Haikou Water Group has dispatched water trucks to deliver water to 135 neighborhoods, and all 2,494 residential communities relying on pipeline gas have resumed normal gas supply.

Chengmai county, severely impacted by the typhoon, is estimated to face economic losses of around 11.45 billion yuan ($1.6 billion). Xu Tao, the county's executive vice-governor, reported that the county has gradually resumed schools and markets, and fully resumed medical and transportation services as of Monday.
