Changsha charges up computing power to boost city's potential

Investment in electrical projects offers greater development for enterprises and digitalization.

As the economic, technological, financial and cultural center of Hunan province, Changsha has given full play to its advantages and increased its construction of electricity and computing power to improve people's livelihoods, accelerate technological innovation and boost high-quality development.

Electric power security is important support for economic and social development.

To ensure power supply during the peak summer season this year, Changsha focused on key factors of "source, network and load", carried out a number of actions and completed the delivery of 500-kilovolt ultrahigh-voltage supporting equipment. The safe power supply capacity of Changsha Power Grid increased to 11 million kilowatts.

The Nanchang-Changsha 1,000-kV UHV alternating current project has been completed and put into production, enhancing the power supply support capability.

The continuous enrichment of computing power resources has also provided surging power for the development of Changsha's digital economy.

The digital economy, with computing power as the core, has developed rapidly in Changsha. New-generation information technology applications such as artificial intelligence, mobile internet, 5G, and smart applications have achieved rapid progress.

In 2021, the scale of the digital economy reached some 400 billion yuan ($57.96 billion), fueling the implementation of the city's "strong provincial capital" plan.

Supercomputing also offers vital support for the digital economy. Changsha has advantages in supercomputing. China's first supercomputer Galaxy-1 and one of the world's first supercomputers Tianhe-1 were both born in Changsha.

At present, important digital industry projects such as the Zhongnan Digital Industrial Park and Tianxinshugu are in full swing to promote Changsha's computing power.

Changsha is moving toward building a technological innovation highland with core competitiveness, and major innovations such as industrial and scientific research are constantly emerging.

At present, Changsha is home to more than 5,200 high-tech enterprises and 70 specialized and sophisticated enterprises.

Since 2021, Changsha has begun the construction of major scientific and technological innovation platforms such as Yuelushan, Xiangjiang and Furong laboratories, bringing together advantageous scientific research units and leading enterprises inside and outside the province, and concentrating on tackling key technologies and cutting-edge technological innovations.

On Aug 31, the opening ceremony of the 2022 Internet Yuelu Summit was held in Changsha. Government officials and experts exchanged views on key issues such as intelligent manufacturing, innovation, digital empowerment, openness and integration.

To improve the support level of the three forces, Changsha has launched a series of favorable measures this year. In August, the Changsha city government issued a plan to accelerate the improvement of energy security, computing power service and technological innovation-driven capabilities.

The plan said that by 2025, the safe power supply capacity of Changsha Power Grid will reach 15 million kW; the local new energy installed capacity will exceed 1.2 million kilowatts.

In terms of computing power, by 2025, a computing power support system with distinctive features, ubiquity and efficiency, and an appropriate scale will be basically completed.

A ubiquitous support system will be built to accelerate the construction of computing power infrastructure, improve the service level of the computing network platform, improve the data governance system, promote the green and low-carbon development of computing power, and enhance the security guarantee capability of computing power.

By 2025, 10 major scientific and technological innovation landmark projects will achieve major breakthroughs, cultivate 100 innovation platforms at or above the provincial level and increase the investment in research and development funds of the whole society by more than 12 percent annually. The number of high-tech enterprises is expected to reach 8,200, and the added value of high-tech industries will account for more than 34 percent of the city's GDP, making Changsha a technological innovation highland with core competitiveness.
