Top executives weigh in at CIIE

Editor's note: The fourth China International Import Expo in Shanghai, which runs from Friday through Wednesday, is drawing attention from around the globe. The expo is expected to play a vital role in boosting world economic recovery amid COVID-19. China Daily talked to business executives of participating multinational corporations for their thoughts about this year's event, and the opportunities they are ready to embrace.

Q1: How many times has your company participated in the annual CIIE that began in 2018? Why does the company take part in the CIIE? What's your expectation this time?

Q2: In the context of the ongoing world economic recovery, do you think the CIIE has any added significance?

Q3: China has been striving to increase imports and the country's contribution to global economic recovery has been substantial. Please comment.

Q4: What prospects does your industry have in the China market? Also, what are the prospects for China's consumer market, going forward?

Q5: There is a widely held view that business environment in China has improved tremendously in recent times. Are you confident it will continue to improve as the country vigorously rolls out higher-level opening-up? If yes, please elaborate.

Q6: What's your view on China's current level of opening-up? What contribution has China made to the world by continuously opening up its markets and economy to foreign investors and companies?

Q7: What else can China do to ensure higher-level opening-up proves even more effective in the future?

Q8: Compared with some other countries, how does China's firm support for free trade and multilateralism fare?

A1: This is our third year at the CIIE, and this year we are proudly bringing more of our breakthrough innovations and new strategic partnerships to show the world how the patient-centric innovation embedded into the DNA of BMS can help Chinese patients fight serious diseases, and help China achieve the goals of its Healthy China vision.

China is a strategic and important market for BMS. The CIIE provides us with an excellent platform to catch vast and promising collaboration opportunities.

A2: China is an important engine of the global economy and we see the critical role China will play in helping the global economy recover from the impact of COVID-19.

We have seen in the past years the positive "carry-on effects" produced by the CIIE through promoting the economic development of China and the world.

This year, for the very first time, the Biomedicine Subsection will gather global innovations while also driving focus on more collaborations for open innovation. And the establishment of the Biomedical Committee will bring more "carry-on effects" and a dynamic momentum to the global biomedical innovation.

We are honored to serve as the first Chairman Company of the Biomedical Committee. We would like to take advantage of the shared opportunities offered by the CIIE and the unique benefits of the Biomedical Committee to continue to work closely with the Chinese government and more local partners to support the development of "Healthy China 2030."

A3: China is driving the global economic recovery through its effort to increase imports. Take the healthcare industry as an example. China has accelerated the review and approval process for global innovative medicines in recent years, which not only benefits Chinese patients but also provides new impetus for the development and innovation of the global health industry.

BMS is making a long-term commitment to healthcare and innovation in China, as a key growth driver for BMS. In the next five years, our goal is to introduce in China up to 30 innovative medicines and indications from our diverse therapeutic areas. We are confident BMS will hit our goal with supportive Chinese government policy.

A4: China has become a vibrant player in the rapidly growing biomedical industry. In particular, with the guidance of the "dual circulation" strategy, China's biomedical industry will play a critical role in collaboration for open innovation, and in contribution to the achievement of Healthy China 2030 plan and the 14th Five-Year Plan.

China also has already become one of the top players globally in the contribution to pharmaceutical innovation.

BMS is committed to working with the government to foster innovation and economic growth.

A5: There is no doubt that China has been continuously improving its business environment and encouraging open innovation and collaboration. In healthcare, China has made significant progress in the last several years, expanding access to innovative medicines for its people, reforming its health system and elevating its regulations to meet international standards. Leveraging this, BMS has accelerated introduction of its innovative medicines to benefit patients in China. Our intended investment in China is also made with the growing supportive environment of the Chinese government. This makes me more confident in the future of our business in China.

A7: Based on our long-term commitment to the local market and the needs of industry development, we are very keen to see China will continue to deepen reform of its medical system, accelerate introducing global innovative medicines and build a multilayer health security system, ensuring a more attractive and open market environment for foreign bio-pharmaceutical companies.

A1: Dow is proud to have been a participant of the China International Import Expo in its inaugural year in 2018, and we remain a stalwart and dedicated contributor. For our company, CIIE is a critical component of our yearly plan, and we continue to expand the engagement. We increased the size of our booth from 100 square meters in the first year to 400 square meters in 2020 and 2021. And we have already signed up for the 2022 CIIE.

A2: The CIIE has clearly become a critical component of industry engagement and innovation, evidenced by the increasing number of companies attending, increases in exhibition space and long wait list for future sponsors. CIIE is a tangible example of the growth of the Chinese market, and expansion of Chinese production contributing over 30 percent to the world's annual growth. CIIE brings together industries to demonstrate the value of collaboration, promote innovation and demonstrate future market opportunities and growth.

A3: The increasing imports in China are the result of two strong forces working in parallel, the openness of the China market to support global value chains and upgrading domestic consumption propelled by more consumer preferences for eco-friendly, high-quality products. China has been able to preserve the supply chain and consumer power despite the pandemic, which will now be a critical contribution to restoring more global economic recovery and growth.

A4: China represents significant opportunity for the chemical industry, both to source and partner in the largest global manufacturing market, but also to drive innovation and growth in circular economy value chains, to support the national drive for more sustainable production.

Dow has been in China for many decades and we are constantly looking at how we can continue to make ourselves essential as the economy and societal expectations in China evolve over time. We do see urbanization continue and the mega transformation of China into a low-carbon society pick up speed in the coming decades, which request a materials company like Dow to strengthen our local capability of tailored innovation, market insight and customer intimacy.

A5: In the industrial segments where Dow operates, market access has been fully liberalized. There has been much more clarity and predictability in environmental, commercial and industrial regulations. We have also had positive experiences with IPR protection, the latest example being receiving a supportive ruling from the Chinese court system on a landmark trade secret arbitration result award case, which amounts to $116 million. That example demonstrates strong commitment to IPR enforcement but also reinforces the support and service provided to legitimate licensees. As the Chinese economy becomes more sophisticated and technology advances, we do expect the regulatory environment to change constantly. We would appreciate opportunities to have an ongoing dialogue with Chinese government agencies to share technical knowledge in order to support the most constructive enabling policy for new topics and concerns.

A6: The CIIE is a window to feel the strong beat of China's reform and opening-up. Dow started its presence in China in the 1930s and has achieved its exponential business expansion since China kicked off its reform and opening-up in the late 1970s, particularly in the last 15 years. Today, China is the second-largest market for Dow globally, and we are experiencing tremendous growth opportunities in China, as it is in its critical stage of consumption upgrade, urbanization and sustainable development. China has increasing demands for highly value-added materials science solutions where Dow has the right expertise.

A7: As the Chinese economy becomes more sophisticated and technology advances, we would appreciate opportunities to have an ongoing dialogue with Chinese government agencies to address new topics and concerns. Let's cross the river together.

A8: As a global company, Dow has been advocating for free and fair trade; transparent and harmonized science-based regulatory systems and efficient, risk-based digital policies that support innovation to reduce the burden of doing business to benefit the economy and people of the world.

A1: Omron has participated in the China International Import Expo for four consecutive years. It has been a great opportunity for exchanging innovations and sharing insights with our partners and exhibitors. Through the expo, we hope to promote the high-quality development of the overall industry. At the same time, we also expect the expo could exert a strong motivating effect on our business in China and drive us to take root firmly in the Chinese market.

A2: In the post-pandemic era, how to promote global economic cooperation is a key subject. Therefore, the China International Import Expo will play a role in gathering diversified industries such as healthcare, service trade, intelligent technology and consumer goods. It will embody creating economic value through linking and integrating different industrial chains.

A3: The strong growth of China's economy and its further opening-up undoubtedly led the recovery of global economy and trade. The rapid growth of China's trade has produced a strong spillover effect on the world, and its continuously advanced reform and opening-up policy will enable China's economy to maintain a long-term positive trend and thus make a contribution to global economic growth.

A4: The consumer demand of the health industry now tends to be diversified. In addition, China's Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 has put safeguarding people's health in a strategic position. All these positive factors will promote the vigorous development of the health industry, especially smart medical care in China's consumer market.

A5: We are very confident in it. In recent years, China has continuously deepened reforms in aspects like streamlined administrative procedures and improved services, and opened green channels for high-quality imported products to increase support for market entities. In addition, the China International Import Expo is held in an orderly and timely manner every year, which indicates China's business environment will become more dynamic and creative.

A6: Since China's reform and opening-up, the country has shifted from "bringing in" to "going global". Various initiatives such as joining the World Trade Organization, jointly building the Belt and Road Initiative, setting up free trade zones and holding the China International Import Expo have symbolized China's opening-up has reached an unprecedented level, and many valuable Chinese ideas and approaches have been introduced to the world.

A7: As a foreign-funded enterprise, we expect China to create a more stable, transparent and predictable environment for foreign investment, so the whole process of foreign investment in China will be more concise and efficient.

A8: Currently the COVID-19 pandemic is still rampant all over the world, the world economy has not yet fully recovered and unilateralism and protectionism are intensifying. In such a context, firm support for free trade and multilateralism will effectively facilitate regional economic recovery, drive global economic growth and promote fairness and win-win results.

A1: Sanofi Pasteur is participating in CIIE for our fourth consecutive year. Through our participation, we hope to quickly introduce innovative vaccines and disease prevention solutions to benefit the Chinese people. We also look forward to working with partners across sectors to empower local vaccine innovation and support the public health system, helping better combat emerging infectious diseases and safeguard public health. At this year's CIIE, we will also demonstrate our New Health Formula for vaccine innovation.

A2: Of course. The huge spillover effect we have seen in previous years' CIIEs has led to more engagement and partnerships in cutting-edge technologies, products and solutions, as well as cross-regional economic and trade collaboration. We can expect similar results this year to bolster economies and industries impacted by the COVID-19 pandemic. This year's CIIE also highlights how China is making every effort to not only power its own growth, but also contribute positively to the revival of the world economy.

A3: COVID-19 has had an immeasurable impact on the world economy. As the world's second-largest economy, China, with a population of 1.4 billion, has largely emerged from the pandemic. China's efforts to boost imports will undoubtedly be a key driver for the recovery and development of the world economy while continuing to play an important role in ensuring the stability and growth of the global economy.

A4: As the world's No 2 vaccine market, China is one of Sanofi Pasteur's key global markets. As Chinese people place increasing value on disease prevention while enjoying rising spending power and quality of life, they desire better-quality vaccines and health protection solutions. The pandemic has also starkly highlighted the importance of vaccines among both the government and the general public. These trends are further bolstering the entire vaccine industry, encouraging vaccine makers to develop innovative and high-quality vaccines to meet people's needs.

A5: In recent years, we've seen the government's determination to open up at a higher level, further encourage innovation and create a business-friendly environment. As the first multinational vaccine company to enter China and establish a world-leading local vaccine production site, Sanofi Pasteur has been encouraged and inspired by these efforts and is more confident about its business growth in China. We will continue to improve the availability of innovative vaccines and spare no effort to make new contributions to preventive health and immunization in China.

A6: Sanofi Pasteur remains firmly optimistic about China's market vitality and economic potential. We are encouraged by China's continued efforts to open up, develop a world-class business environment and support innovation-driven growth. We are currently moving ahead with several new initiatives in the Guangdong-Hong Kong-Macao Greater Bay Area, which is on the cutting edge of China's reform and opening-up. For example, we are delivering the China-French strategic partnership on vaccination, developing the nation's first strategic model for urban immunization planning and building China's first international vaccine innovation center.

A7: In the future, we hope China will continue to improve the priority review system for innovative vaccines, aligning with global practices in vaccine research and development, production and management. We also hope the government can provide comprehensive support in policy design and deployment for innovative technologies and products that can be used to respond to public health emergencies. We hope to work with the government to jointly improve the accessibility of innovative vaccines, so the Chinese people can have access to high-quality vaccines simultaneously with people in countries around the world.

A8: To address the challenges posed by the pandemic and the resulting economic recovery, China last year proposed a new development model in which domestic and international circulations complement each other. This model will give full play to China's ultra-large market and strong consumption power, contributing to the recovery and development of the world economy. The proposal of this dual circulation model clearly demonstrates China's willingness to leverage its economic strength to drive global economic revival.

Under the new dual circulation model, we will also give full play to our expertise as a global leader in vaccines, as we work with local innovative companies to meet the increasing health needs of the people.

A1: AZ has participated in CIIE for four consecutive years. CIIE is an important window for China's opening-up. We value CIIE as a unique stage both to demonstrate our innovation and to forge new cooperation with more partners.

This year, our focus is to demonstrate a cross-field collaborative ecosystem we have built with our partners from government, industry, academia, hospitals, investment and share relevant innovative results.

A2: To hold CIIE as planned despite the impact of the pandemic not only signifies China's determination to further open up, but also shows its sincere will to share the benefits and opportunities of China's fast development momentum with the entire world.

Using this event as a window to boost international trade and cooperation, China, which is now the powerhouse of today's global economy, can help accelerate recovery in the world from the devastation brought by the pandemic over the past two years.

A3: China has shown significant resilience and reported positive growth amid the pandemic. That is a contribution to the world's recovery because China is the world's most important growth engine and the largest manufacturing base.

With such a huge market, China's move to increase imports beside exporting is critical for the whole world, especially for countries that are more export-reliant and in urgent need of orders from international markets to help boost economic recovery and ensure the livelihoods of their people.

A4: As China increasingly integrates with the world and stresses innovation more than ever, the prospects of our industry in China are very bright. For example, AZ has recently upgraded our R&D facility in Shanghai into our global R&D China Center, which helps China gain a more significant position in the global medical innovation landscape.

The prospects for China's consumer market is also very promising, as Chinese people's livelihoods will be further improved along with the economy, and they are seeing health as a very important investment and are willing to spend.

A5: Absolutely, yes. Since AZ entered the China market in 1993, we've witnessed and benefitted tremendously from China's improved business environment. And I can see China's determination to further open up is unyielding. That is proved by various measures and policies carried out by the Chinese government, including the Belt and Road Initiative, the signing of the Regional Comprehensive Economic Partnership, as well as hosting the CIIE.

A6: China is increasingly integrating with the world through various efforts. It is now the largest trade partner of many economies, and a major destination for foreign investment. That explains a lot.

The world has benefitted a lot from China's continuous opening-up. In fact, China has been a key engine of the world's economic growth over the past decades, and this is especially notable during critical times such as during the 2008 financial crisis and more recently the pandemic.

Global companies like AstraZeneca, of course, are also one of the biggest beneficiaries of China's continuous opening-up. AstraZeneca China has increasingly shown its strategic importance on the global map of AstraZeneca in terms of scientific R&D, production and operation or commercial innovation.

A7: I think in the future it would be a priority for China to unleash the full potential of its various regions, especially the hinterlands, and turn them into bridgeheads of China's opening-up.

Also, it is imperative for governments to join with industry to further drive domestic innovation, which is the key to high-level development.

A1: This year will be our fourth CIIE. Novartis was among the first group of multinational pharmaceutical companies to endorse and participate in the inaugural CIIE, and we have found it to be an important and unique platform to showcase our latest medicines and innovations, accelerate connections with the industry and explore partnerships within the industry and across industries.

I am excited about the growing "spillover effect" of opportunities coming out of CIIE and believe this will help further accelerate the introduction of innovative drugs to China, as well as help address healthcare challenges by working with partners in the healthcare ecosystem.

A2: Of course. CIIE is a fantastic opportunity for China to continue to showcase the dynamic development that is taking place across China and across China's economy. Additionally, China further demonstrated its ability to manage COVID and maintain a steady economy and operate as close to normal as possible given the challenging circumstances. CIIE should also be viewed through the lens of connecting stakeholders who collectively contribute to China's business environment and further facilitate international exchange, all of which contribute to global trade.

A3: It is difficult to comprehend the disruption we all felt throughout 2020 and 2021. COVID-19, as well as trade frictions and related issues, have added to complexity and uncertainty around the world. It is important for countries to work together to bring dialogue and cooperation so the world can collectively emerge from the COVID period. I believe China is playing an important role in this regard, including supply of vaccines around the world, increasing imports and building a consumption-centered economy. I think this will have far-reaching implications for the global economy in the years to come.

A4: China is now the world's second-largest pharmaceutical market, and the largest market by volume. Given the huge unmet healthcare needs, accelerated regulatory reforms in drug reviews and approvals and the increasingly pro-innovation market environment, I am excited about the China market and believe it will be an increasingly promising market for innovation-focused companies like Novartis.

At Novartis, we are working hard to bring innovative medicines and advanced therapies to the China market and expect to have as many as 50 new drug submissions in five years. China is one of our most strategic markets and we hope it will become our second-largest market globally by 2024.

A5: I started learning Mandarin in the mid-1980s and have been lucky to spend a good majority of my life and career in China. It's been a privilege to have witnessed the tremendous changes in China in the past few decades. The government continues to demonstrate its strong commitment to further opening up China's economy, and is doing this in a way that is inclusive to all stakeholders. I am confident the business environment will continue to improve, and this will encourage companies to continue to formulate long-term investment strategies in the country.

A6: I first came to China in 1987 and have had the honor and pleasure to live and work in China every decade since. In this respect, I have witnessed in my lifetime the dramatic transformation of Chinese society, in just about every way imaginable. The policy reforms, transformation of the legal system, social infrastructure, and certainly the economy in and of itself. Perhaps the most important example of this is that China has eliminated severe poverty and pulled more than 750 million people out of poverty. This is an amazing accomplishment and I look forward to seeing what happens in the decades to come.

A7: The progress to date has been fantastic and has helped build a foundation from which China can truly build an innovation-centric society. Key to this is continued reform and opening-up, including further emphasis on creating the innovation ecosystem. Continuing to focus on improving quality of care for Chinese patients is critical, and working with industry to find new ways to expand access to innovation to help address pressing healthcare challenges will be key. Lastly, it is important that countries work together to find collaborative solutions to international challenges, and I believe China will play an important role in this regard.

A8: Unfortunately, in recent years, many parts of the world have been experiencing shifts toward more protectionist policies, and this has resulted in an escalation of misunderstanding and perhaps some level of breakdown of trust and cooperation. I think China's commitment to free trade and multilateralism is important and essential to encouraging other countries to return to policies of openness, engagement and freer trade to support the multilateral framework of international cooperation.

A1: ABB has joined the CIIE for four consecutive years since its first session in 2018, sharing latest global leading digital and smart technologies to energize the transformation of society and industry for a more sustainable future.

Over the past three years, we have exhibited more than 130 innovative products and technologies, launched a series of new products and digital solutions, and signed more than 70 MoUs with local customers at CIIE. As CIIE is highly valuable, ABB has also signed up for next year's participation.

A2: CIIE showcases the Chinese government's firm support to trade liberalization, economic globalization and to actively opening its market to the world. It facilitates countries and regions all over the world to strengthen economic cooperation and trade, and to promote global trade and world economic growth.

China is ABB's second-largest market worldwide and we have a full range of business activities here. As the major global trade fair promoting globalization and openness, CIIE provides a great opportunity for us to drive innovation and development especially in such fields as digitalization, intelligence, industrial Internet and artificial intelligence. I believe this year's CIIE will continue playing a significant role in accelerating the recovery of the global economic growth and building an open world economy.

A3: China's contribution to the world economy recovery is huge. China posted stable economic growth for the first three quarters of this year, staying on track to meet its annual growth targets despite multiple headwinds. China's robust growth is itself a significant contribution to global economic stability.

China's economy remains a major stabilizer and driver of the global economy. In the first three quarters, the total volume of imports and exports of goods was up by 22.7 percent year-on-year. Specifically, the volume of imports was up by 22.6 percent. The strong imports as well as investment in the process of recovery are also very important contributions to economic recovery in other countries.

A4: Today, digitalization, labor shortage and low-carbon growth are among the megatrends that the whole world is facing. China's14th Five-Year Plan (2021-25) has also drawn much attention to high-quality development, industrial digital transformation, carbon neutrality and sustainable development. The strategic guidelines not only depict the future of the industry market, but also drive the upgrade of China's consumer market for upcoming decades.

We need to grow our economy while protecting the environment, and to increase the utilization of renewable energy while reducing energy intensity through technology innovation. Electrification, automation and digital offering are perfect to serve these purposes. We are stepping up efforts to further align our core businesses with the new demands of the local market and join hands with our customers and partners for China's carbon neutrality pledge.

A5: At ABB, we are also very pleased to witness the continuous improvements of business environment and are grateful for the timely assistance from local government during the pandemic.

China is boosting high-quality development under the new development paradigm by accelerating economic transition, fostering greener growth and nurturing greater opening-up. CIIE is a typical example that shows China's drive to further open up to the world.

A6: China becomes the largest FDI recipient in 2020, with $163 billion of foreign direct investment, up 4 percent year-on-year.

We have been benefitting from constant improvements in business environment and higher-level of opening-up by achieving solid growth in past months and having our investment projects progressing smoothly as planned. For example, our new robotics factory in Shanghai, with a total investment of $150 million, will be put into operation in 2022.

A7: Technology innovation and sustainability are among the top areas that require cross-border cooperation among different cities, provinces and countries, as well as across government, academia and business. Higher-level opening-up in such fields will provide new impetus for China's commitment to high-quality growth, sustainable development as well as greater international acclaim.

A1: This is the fourth time for Ericsson. CIIE is the world's first national exhibition that focuses on import to strengthen and promote open, globalized economic cooperation and trade between various countries and regions.

As a global leader in 5G technology, we hope to use the exhibition to demonstrate Ericsson's continuing commitment to develop in China's market with our advanced technology and industry expertise. We also wish to support the development of China's 5G industry.

A2:  The COVID-19 pandemic still greatly affects the recovery and development of the global economy. China has proven successful in controlling the pandemic, however, and hosting CIIE as planned is further evidence of this.

A3: Data disclosed by the China Ministry of Commerce shows that from January to September 2021, total value of imports reached 12.78 trillion yuan ($1.9 trillion), a record high for the same period. This is further evidence of the huge capacity of the China market and its significant role in the global economic recovery.

A4: Ericsson has over 120 years of business history in China and while it is disappointing to lose share in any market, we remain focused on the matters we can control. This is a regrettable position, triggered by the exclusion of Chinese vendors from the 5G market in Sweden, but we will continue fighting to build a strong position in support of our Chinese customers. Our activities in China also provide support to our global supply chain where we've been building flexibility and resilience so that we can respond quickly to events such as the pandemic.

According to the Q3 financial reports in China, the number of 5G subscribers in China has exceeded 600 million. Ericsson predicts that the number of 5G subscribers and applications will increase further, alongside the growth of the 5G industry and applications.

A5: A report released by the United Nations Conference on Trade and Development in January proved this fact and showed that global foreign direct investment fell sharply in 2020, but China's FDI defied the trend and became the world's largest foreign capital inflow.

A6: From the early construction of open coastal cities to establishing special economic zones and current free trade zones, like the Hainan Free Trade Ports, China has made great efforts to build an opening-up system. Through over 40 years of reform and opening to the world, China has made contributions to the world economy by its participation.

A7: This year marks the 20th anniversary of China's entry into the WTO. Looking to the future, we hope China will continue to lower tariffs, improve market predictability and transparency as well as continue to optimize protective measures for intellectual property rights.

A8: Multilevel construction in an opening-up system, and other measures prove China's active participation in globalization and the world economy.

A1: Last year was the first time for Michelin to take part in the CIIE. We have fully demonstrated Michelin's image of "with, around and beyond tires". For us, CIIE is a platform that connects people and world, and we look forward to establishing closer connections with: Chinese people, market, and development.

This year, Michelin will focus on "a better life in motion". We will bring more innovative products, technologies and solutions related to "sustainability".
