After the application is approved, the entity or individual that applied for it shall be the patentee.
申请被批准后，申请的单位或者个人为专利权人。

The applicant may submit documents to the administrative department for patent under the State Council in accordance with Article 101 of these Rules by facsimile.
申请人依照本细则第一百零一条的规定向国务院专利行政部门提交文件，可以使用传真方式。

Where the applicant fails to fulfill the requirement provided for in subparagraph (4) of paragraph one of this Rule, the provisions of Article 24 of the Patent Law shall not apply to his or its international application.
申请人未满足本条第一款第（四）项要求的，其申请不适用专利法第二十四条的规定。

The applicant filing an international application for patent shall comply with the provisions of the preceding paragraph.
申请人提出专利国际申请的，应当遵守前款规定。
18.
Article 13. After the publication of the application for a patent for invention, the applicant may require the entity or individual exploiting the invention to pay an appropriate fee.
第十三条 发明专利申请公布后，申请人可以要求实施其发明的单位或者个人支付适当的费用。
