为保护农民利益、保障粮食市场供应实施的粮食价格调控政策。一般情况下，粮食收购价格由市场供求决定，国家在充分发挥市场机制作用的基础上实行宏观调控，必要时由国务院决定对短缺的重点粮食品种，在粮食主产区实行最低收购价格。当市场粮价低于国家确定的最低收购价时，国家委托符合一定资质条件的粮食企业，按国家确定的最低收购价收购农民的粮食。
