档案按所有权划分的一大类别。相对私人档案而言，指属于社会公产、归国家管理的档案。其意与一些国家使用的国家档案全宗、国家档案近似。这一术语在不少国家通用，但所指范围略有不同。国际档案理事会《档案术语词典》所下定义是："法定为公众事务性的档案，也用来表示向公众开放提供查阅的档案。"《法兰西共和国档案法》规定公共档案包括：一、国家、地方机关，公共机构和公共企业在活动中形成的文件；二、负责管理公共事业或该事业中某项业务的私人机构在活动中形成的文件；三、公务助理人员 (经纪人、拍卖估价人等)或司法助理人员 (公证人、 律师等)的文件原本和目录。《马来西亚国家档案法》规定公共档案包括：一、保存25年以上的、国家档案馆馆长确定具有全国意义或历史意义的、移交到国家档案馆或馆长能经常进行检查的其他保存处所的公共文件；二、国家档案馆收集的任何文献、簿册或其他材料。在斯里兰卡，公共档案仅指在国家档案馆永久保存的全部公共文件、手稿、文献和印刷材料，其中公共文件包括政府机关在公务活动中产生或收到的原稿、证件、函件、登记册、报告、帐簿、地图、图表、计划书、图样、照片、影片，录音带等的原件或复制件。
