基于此,本文以分析政府投资项目“失控”问题的深层原因为切入点,有针对性地提出了政府投资项目协同治理模式,并对其相关内容进行了系统研究,主要研究内容如下:(1)运用利益相关者理论、委托代理理论和项目治理理论,分析了利益相关者在传统的政府投资项目管理模式中的关系结构及相互作用关系,得出利益相关者之间的治理结构的不合理、治理机制的不完善及信息的不对称是导致政府投资项目“失控”问题的深层次原因,以此提出了以协同治理目标、协同治理结构、协同治理机制及协同治理支撑平台为内涵的政府投资项目协同治理模式。
