“海马斯”高机动性火箭炮系统
“海马斯”体现了美国陆军有关“重型部队应变轻一些，而轻型部队应变重一些”的原则以及陆军发展战略中强调攻击能力的思想，自然受到美国陆军部的赏识。之后，美国海军陆战队也喜欢上“海马斯”了，因为海军陆战队有不再使用口径大于155毫米火炮的决定，又要获得理想支援火力，而现役迫击炮构成的火力范围有限。
1999年12月“海马斯”进入开发阶段，先在第18空降军炮兵部队进行实验。在美军2002年举行的“千年挑战”演习中，参演的3辆“海马斯”在两周的演习期间可用性达97%，超过了工业部门的预期。首次部队装备计划在2005财年第二季度开始。“海马斯”系统的生产有可能突破750辆。
“海马斯”具有机动性能高、火力性能强、通用性能好等特点。它与m270“钢雨”的最大区别是底盘由履带式改为轮式。这应该是在“斯特赖克”装甲车之后美陆军减重的又一重大举措。它提高了“海马斯”的机动性能，可以迅速部署到履带式火箭炮系统所无法到达的战区。它采用6×6的5吨卡车底盘，车重减轻到10吨，可用c-130空运；而m270ai重量近20吨，只能用更大的c-141和c-5空运。
