是指相对独立于实体经济的虚拟资本的经济活动。虚拟资本一般指以有价证券形式（如债券、股票）存在的未来预期收益的资本化。马克思认为，虚拟资本自身没有价值，是实体资本的"纸制复制品"。二十世纪八十年代以来，虚拟资本的形式越来越多样化，资本的虚拟化程度也越来越高，如各种金融衍生产品等。虚拟经济是以一定形式对实体经济的反映，它的发展总体上对实体经济发展有积极的促进作用，但如果发展过度也会产生消极的负面影响。虚拟资本的积极作用主要有：促进资源优化配置；促使社会闲散资金转化为生产经营资金；促进经济效益的提高。虚拟资本的消极作用主要是使国民经济发生动荡和危机的可能性增大。总体来说，虚拟资本是社会经济发展的产物，只要控制其消极影响，稳步发展，就能对经济和社会的发展起到巨大的推动作用。
