The author also suggested that the public welfare nongovernmental organization such as public offering foundation and social services type,will be more suitable for carrying out the accountability-oriented evaluation,the mutual benefit nongovernmental organization such as industry associations and learned societies,will be more suitable for carrying out problem-based evaluation.

As mass Communication assumes an important social responsibility and orientation responsibility,it has to get a strong social responsibility feeling,a responsibility feeling for just cause and a responsibility feeling for the people,state and nation.
