部分资本主义国家全国性书商协会组成的国际性行业组织，1956年在法兰克福成立。已有20个会员国。联合会的宗旨是：促进各国书商与各国书商协会之间的合作；对于共同关心的商业问题，相互交流信息与进行讨论。设一个执行委员会(任期4年)和若干研究委员会。该联合会每年举行一次全体会议，还每年召开一次国际青年书商大会。该联合会常设机构──秘书处设在维也纳，处理日常工作，并出版《国际书商通报》、《图书、图书贸易与社会》、《书商国际》等刊物。秘书长G.普罗瑟博士。
