Since separation of the property right of the power grid from its dispatching right tends to cause "moral hazard",the simplest business investment mode for power grids was used to analyze the moral hazard problem for power grid companies and grid dispatching institutions under different circumstances,as well as the problem of grid maintenance under different transmission rights mechanisms.

Owing to the presence of DG,there will be more load transfer schemes for distribution maintenance to choose from than without DG.

It is shown that a safe, stable and efiective production system can be guaranteed by formulating and fulfilling management requirements, enforcing personnel training, carrying out a scheme of planned repair, routine maintenance and network overhaul, making use of computer information technology, and exploring equipment potentials.
