In view of the real demand for the circulation of housing,China should establish and improve the circulation system of housing property right in rural areas as soon as possible,which is of benefit to farmers and can ease the pressure of high prices of housing in urban areas.

This paper expounds the contents of the partial ownership of houses,probes into how to future normalize the problem of the partial ownership of houses,and advances the suggestion on implementing the housing distribution monetization and making up the difference based on the cost price should be carried out at the same time.

To search the way to solve this problem, we take the constitutional protection of the right to housing as our research object.

The protection of the right to housing mainly depends on the positive financial policy and the notion of legality that the government is to improve the people\'s livelihood,which is the important channel of the constitutional law to protect and enable the realization of the people\'s Social rights.

This paper shows that the wealth effect of residents fiancé and housing assets exists,the finance wealth effect is bigger than that housing wealth effect.

Based on the related data from 1992 to 2007,this empirical study reveals that the present wealth effect of residents’housing assets and stock assets in Sichuan province is feeble,but the wealth effect emerge gradually in the long run and the stock wealth effect is bigger than housing’s.

A considerable amount of family wealth,such as deposits and housing asset,has been accumulated.
