卫生服务评价卫生计划工作的重要内容之一，是衡量卫生服务社会效益与经济效益的必要措施。卫生服务评价必须从卫生服务的组织和结构、服务活动过程、服务结果和影响等方面进行。在卫生服务评价工作中，必须使用质量指标和经专家审定认可的卫生标准，以达到评价的科学性和真实性。由于卫生服务是一个系统，所以卫生服务评价可按系统的输入、系统的处理和系统灼输出三个阶段分别进行。卫生服务输入指提供的人力、物力、财力和技术资源。卫生服务的过程(系统的处理)指资源在使用过程巾的活动及方法，如时间分配、任务分配、资源分配、内容与质量等。卫生服务的输出指个人或社会实际接受卫生服务的数量和质量。最后进行卫生服务效果评价。
