School libraries should be familiar with the professional disciplines opened by the university and the general reading tendency of the readers so as to enhance the moral literacy education of the readers in utiliz-ing the resources of the library,and improve the utilization of the library collection as far as possible by adopting various effective measures to lower the rate of borrowing refusal.

This paper researches on the open-shelves book-borrowing rejecting phenomena in university library, and advances some methods for reducing the book-borrowing rejecting rate and improving the service quality.

This paper analyzes on the types and expression forms of the borrowing refusal for readers and the regulation violating of readers,analyzes on the causes of these inharmonious factors and their influence,and expounds the cultivation and construction of the harmonious library.
