This paper introduces The Analytic Hierarchy Process based on experts opinion into it by taking an example of Zhenjiang Development Zone in Jiangsu Province,in order to provide the decision making assistance for the sound plan of the Development Zone.

In scientific and living world, facing two experts who give inconsistent or contradictive expertise concerning the same problem, whether layman or novice can justifiedly believe/accept not one expertise but another expertise, and how? This paper will give some suggestions.
