以丹顶鹤为主的珍禽自然保护区。1982年由江苏省设立。俗称栖鹤滩。位于省境东部，包括盐城市属响水、滨海、 射阳、大丰4县及东台市东部黄海沿岸。位于北纬32°36＇～34°27＇,年均温13～14℃,1月均温0.5～2℃，极端最低温可达－16℃；7月均温26.5℃，极端最高温39℃，年降水量1000～1100毫米。从北到南属暖温带和北亚热带季风湿润气候。广大滩涂地面，经降水淋洗盐分下降后，渐形成盐生植被和湿生植被。从滩涂原生裸地向内地过渡，植物群落演替规律一般是：从盐蒿群落渐递变为茵陈蒿群落、獐毛草群落和白茅群落。在积水洼地沼泽中的湿生植物群落演替，则是由糙叶苔群落渐递变为川蔓藻群落、狐尾藻群落和芦苇群落。历年冬季均有相当数量的丹顶鹤和其他水禽前来栖息。保护区是目前世界上最大的丹顶鹤越冬地。区内共有鸟类260多种。其中国家一级保护珍禽即达9种。
