This article is mainly analyzing Organized Skepticism facing the challenges of the local knowledge,the tacit knowledge and the cutting-edge knowledge to point out the questions about "ought to be",proposing the democratic norm,the encouraging norm and the inclusive norm according to the characteristics of the object to be assessed.

As the kind of law norms whose only carrier is conduct,factive folk norms have a special attribute known as tacit knowledge.

By using the methods of comparation, we found there are two basic discourse forms in "Sanyan",one is normative discourse,which is influenced by mainstream gender criterion,the other is non- normative discourse,which was conflicted with normative one.

It is an inner demand of judicial harmony to introduce civil norms into judicial practice.

Customs as the model of civil norms are not only the source or the manifestation of early legal development,but also the important way of legal socialization.

This article thinks that the research is not only beneficial to the study of legal method and the study of civil norms but also cause some collateral significance.

From a law cultural perspective,folk norms have certain legal properties.

The significance and necessity of folk norms should be recognized and a relatively rational and effective regulatory mechanism should be pursued.

Folk norms has been an important project in jurisprudence area, however,there are many problems behind the prosperous research scene, such as vague definition to folk norms, lacking of the reseach methods and the guiding to the practice,etc.
