The cultivation of effective workers demand vocation-based learning process and mutual integration of professional with teaching standard,which brought forward challenges as well as transformation opportunities for higher vocational education; because of intersection of economy,industry and education,the cultivation of effective workers also means unification and harmonization.

By exploring rules of other major’s features, and the definition and objective of what is known as cultivating "effective talents", this article puts forward the basic idea on how to form features of the secretary major, and how to cultivate effective talents in forming the features of the secretary major.
