管辖司法机关或行政执法机关在案件受理范围上的分工。由于管辖范围的划定，便产生了不同的管辖权：
1.级别管辖。指应该属基层管理内的案件，上一级机关就不能越级直接查办；
2.地域管辖。指各行政执法机关所在地的管辖范围权力。
3.移送管辖。指某执法机关按分工无权办理的案件，而有权转送有关管辖单位办理。
