环渤海经济圈：早在上世纪八十年代，国家就提出%26#8220;环渤海经济圈%26#8221;规划。2001年10月，清华大学两院院士吴良镛主持的%26#8220;京津冀北城乡空间发展规划研究%26#8221;由建设部组织100多名专家通过论证，提出京津为两核、唐山保定为两翼、廊坊为腹地、涉及环渤海部分地区一体化的规划设想；2004年2月12至13日，国家发改委召集京津冀发改委在廊坊达成加强京津冀经济交流与合作的《廊坊共识》；2004年5月21日，在北京召开的由北京、天津、河北、山西、内蒙古、辽宁、山东环渤海七省市区领导同志参加的%26#8220;环渤海经济圈合作与发展高层论坛%26#8221;达成三点共识：一是建立环渤海合作机制，推动环渤海地区经济一体化；二是召开五省二市副省级会议，正式建立环渤海合作机制；三是鉴于河北廊坊的区位优势，将合作机构的日常工作班子设在廊坊。作为落实%26#8220;5%26#183;21%26#8221;北京共识的一项重要举措，召开了这次由博鳌亚洲论坛秘书长龙永图担任主席，国家发改委、商务部负责人、环渤海地区五省二市政府副省级领导及政府副秘书长、发改委、商务厅、研究室负责人等参加的环渤海七省市区会议。重点围绕建立环渤海地区合作机制、合作机制计划在2004年开展的主要工作以及相关问题进行深入磋商，达成《环渤海区域合作框架协议》。
