Firstly,this paper retrospects briefly the internal relationship between the origination of double dual economy and environment pollution,and points out that in the early days of the founding of the repwblic,the government leap forward development strategy and imbalanced regional development strategy after 1978 have caused environment pollution and double dual economy structure.

In the dualistic economy, because of the development of the market economy and socialization production, the medical insurance of floating work force, especially of farmers, is more prominent.

Construction of urban and rural relationship should abandon traditional way of thinking of changing dualistic economy into a unified economy.

In deeply analyzing the actuality of the transfer of country labour force,the author raised some measures pertinent to this problem under a dualistic economy.
