Now the throughput and delay has become the key performance indicator for evaluating data-service network,and this paper,from the view of capacity and quality of the network,proposes two key performance indicators,that is the average throughput per user and the utilization of network resource.

This paper presents a genetic algorithm for QoS routing to optimize network resource utilization.

Firstly,a monitor is used to acquire current network utilization,network-induced error and the execution time of data packets,and the network utilization and data packet execution time in next period are predicted based on the acquired network information.
