卫生服务指卫生机构和卫生人员运用医学科学技术手段所进行的防病治病活动。又称医疗保健服务。主要包括预防服务、医疗服务、康复服务、各种保健服务、计划生育服务、健康教育服务等。卫生服务具备以下特点:①卫生服务生产与卫生服务消费具有直接同一性。②卫生服务的主体是卫生人员，客体是有生命的个人和人群。③卫生人员是在特定的卫生机构中与卫生生产资料相结合而进行卫生服务的。④卫生服务是以防病治病为直接目的，不同于一般的劳动保护或自我健身活动。卫生服务活动的方式、规模和水平，不仅决定于社会生产力以及由社会生产力所决定的卫生生产力，而且与社会经济制度和政治制度有密切关系。
