| 摄关政治 Sessho and the Kampaku，government of 日本平安时代中期藤原氏以外戚地位实行寡头贵族统治的政治体制。摄关是摄政和关白的合称。天皇幼时，由太政大臣代行政事称摄政。天皇年长亲政后，摄政改称关白，辅助天皇总揽政事。原规定摄政由皇族成员担任，但自藤原良房866年正式称摄政后，始为外戚所专。自866～1086年大约200余年，史称摄关时代。 858年8月藤原良房拥立年仅9岁的清和天皇，自己以太政大臣和外戚的双重身分，代行天皇摄理政务，866年任摄政。至887年，其子藤原基经改任关白，为摄关政治之始。891年正月藤原基经死后 ，宇多、醍醐两朝近40年间未设摄政、关白，天皇亲自视政。及至930年6月，朱雀天皇继位，藤原基经之子忠平担任摄政，941年10月又改任关白，摄关政治再度恢复。949年忠平死后，摄关政治又中断18年。967年10月至1086年的100余年间，是摄关政治的发展期。尤其是在藤原道长、藤原赖通父子时达到最盛，道长的4个女儿中，3个为后宫宠姬，一个为东宫妃。这期间的天皇大多是在藤原氏家出生、 成长的，幼年即位，诸事听任外戚决断。1086年院政出现后，摄关政治随之衰落，摄政、关白之职，在镰仓时代以后虽仍残存，但已失去其原有的作用。 |
