【《关于进一步改革外汇管理体制的公告》颁布】1993年12月28日，中国人民银行颁布了《关于进一步改革外汇管理体制的公告》。其主要内容有:(l)从1994年1月1日起，实现汇率并轨，实行以市场供求为基础的、单一的、有管理的浮动汇率制;(2)取消外汇留成和上缴制度，将过去的中央银行结汇、售汇改为外汇指定银行结汇、售汇制，实现人民币在经常项目下有条件的可兑换;(3)建立全国性的银行间的外汇市场，形成合理的市场汇率形成机制;(4)取消外汇收支的指令性计划;(5)停止发行外汇券，禁止外币在境内流通，取消境内外币计价结算。
