本文在对土地生态安全的概念等理论进行研究的基础上,从经济社会安全、城镇环境安全、辖区农村环境安全和城乡资源利用4个系统层指标着手,把土地安全评价与生态环境安全评价相结合,细化研究层次,通过对评价指标的科学性与完备性等检验,最终选择了24项元指标,构建了适合小城镇特征的土地生态安全评价指标体系,提出功效-安全度函数模型的评价方法,并以泰安市大汶口镇为例,进行土地生态安全状况综合评价。
