Analyzing the effect of Villagers Autonomy policy in China,we found out that the growth and development of the rural social independence must be based on the following four foundational conditions:(1) economical development;(2) benefit differentiation;(3) citizen quality;(4) degree of the government predominance in the village society.

The citizen quality of college students plays an important role in the construction of harmonious society.

The effect of China\'s villagers autonomy policy indicates that the development of social autonomy is closely linked with four basic factors,namely,economic development,the interests differentiation,citizenship and the degree of government control and the dominant social forces.
