社区内有目的、有计划地建立起来的以满足一定需要的各种团体和机构。它是社会组织在社区中的表现形式。它的类型多种多样，通常划分为经济组织、政治组织和文化组织等。各种组织相互影响、相互联系，共同形成社区的组织体系。就其活动方式和功能来说，有的社区组织主要是满足社区内的特定需要，活动范围主要在社区之内；有的社区组织的活动方式主要是外向型的，与本社区之外的更大社会系统保持结构和功能方面的关系。一定的社区组织还和社区内外的其他组织发生各种关系，形成一定的外部关系结构。社区组织内各种横向和纵向关系构成社区组织的网络。各种社区组织介入社区生活的程度是衡量社区组织化水平和结构有序性的重要尺度。
在社会工作的意义上，社区组织是指一种改进社区的方案和运动。旨在通过调查社区内的人力、物力和财力资源，发动社区内的各方面力量开展各种社区服务工作，解决社区问题，促进社区社会福利事业的发展，提高社区生活质量等。从20世纪20年代开始，"社区组织运动"首先在美国境内大多数社区兴起，至40年代告一段落，在50～60年代则演变为社区发展。
