随着世界经济全球化和区域一体化的发展，区域经济政策分化为两种类型：超国家层次的区域经济政策和国家层次的区域经济政策。
超国家层次的区域经济政策。是指区域性组织制定的涉及该组织内部成员国经济发展的相关政策，如美洲经济圈、欧盟、东盟经济圈等的有关政策。超国家层次的区域经济政策涉及关税、货币发行、外汇管制、移民限制等多方面的政策。
国家层次的区域经济政策。主要指一国各级政府为解决各区域体系之间经济发展的关系而制定的经济政策。国家层次的区域经济政策只涉及国家内部的区域公平发展、产业合理分布和地区利益协调等，并从全国各地区的发展需要，制定一系列指导性的产业、投资、科技、劳动、环保等方面的政策。
因此，科学而合理的区域政策应该是由一系列相互联系、综合协调的单项政策共同组成的政策体系，是中央政府和较高级的地方政府制定的、旨在规划各区域的产业重点及方向、协调区际关系的政策总和。
