This paper suggests that construction quality supervision institution can solve the present problems in work from entrusting to authorizing to execute law, from collecting fees to collecting taxes, from item supervision to zone supervision, and set up an efficient staffs of construction quality supervision.

Since the country came into being, the law enforcement power, to which had been paid so much attention by the experts and scholars of law science, has been one kind of the most important and living power in the state powers.
