土坝和堆石坝的统称。又称当地材料坝。土坝和堆石坝都是传统坝型，历史悠久，使用较为普遍，至19世纪已具有较高水平,最大高度已达50m。及至20世纪，特别是50～60年代，由于土石的施工技术发展，大型碾压设备如重型夯板、振动碾等的出现，各种粒径的石碴和块石可以和土、砂、砂砾等一样地进行碾压，因此土石坝得到了很大的发展。
