为响应电监会《并网发电厂辅助服务管理暂行办法》(电监市场[2006]43号)的文件号召,同时,在发电电力市场中,给不同调峰性能的火电机组机组提供一个公平的竞争环境,鼓励火力发电厂积极参与电网调峰,本文首先从经济性和安全性两方面分析了调峰(尤其是降负荷调峰)给机组带来的影响,找出单个机组有偿调峰无偿调峰的划分限度,然后结合整个电网情况,利用凸包求重心法和最小距离法两种方法,归纳出电网的有偿无偿划分点,将电网部分调峰容量纳入有偿辅助服务行列,为发电厂之间的公平竞争构造环境,从而促进电力市场化的稳步和谐发展。

针对西气东输天然气管道供气用户多、用户类型不同、供气量峰谷变化大等造成管线运行不平稳的突出矛盾,分析了城市用户、工业用户、电厂用户等不同类型用户的用气峰谷变化规律及对管道平稳运行的影响;根据管道现有条件,提出了利用管段末端储气解决日调峰、全线储气解决周调峰、气田调控和储气库解决季节调峰等调峰技术措施,并对联络线调峰方式进行了探讨;同时针对现有储气库设计,提出改进储气库调峰功能的技术建议,尤其要从设备选型上满足储气库解决各类调峰问题的能力。

In order to recover the pressure energy generated in the natural gas pipeline networks and to meet the demand of urban natural gas peak-shaving, LNG peak-shaving proposal was advanced to recover pressure energy of gas transmission pipeline networks.
