Through analysing the recent oil spill of Tanker“Prestige”,its considered that the urgent matter is,from the relevant weak links,to enhance the safety duty chain consciousness,setting up the safe information system of ships,grasping safe measures for long time and avoiding recurrent accidents.

This article presents a new type of PKI design methodology based on trust matrix,which aims at shortcoming on traditional PKI trust chain instruction through algebra,and can certificate user license whether trustable or not by means of simple trust matrix computation.
