Under the background of constructing an economical society,to create economical landscape architecture becomes a new reformation and development approaches.

To build a Resource-efficient city, it is necessary to bring into full play the urban func- tions by organizing the structure, especially the spatial structure through planning so as to form a compact urbanization pattern.

This paper discusses the realities of China’s resource-efficient city construction, and then designs the index system to reflect synthetically the development of resources, environment, economics and society of resource-efficient city based on researches of sustainable development, ecological economy, recycling economy and resource-efficient society.

The direction of constructing resource-efficient city is to establishing scientific development view,to insist both exploitation and resource-efficiency,to put more attention on the latter,to establish related system and mechanism,to gradually improve the implement the guarantee system of resource-efficient city construction,and to accelerate persistent development of economy and society.

By analyzing the characteristics of the landscape design for this living quarter and by discussing the principle of the landscape design for economical functional dwelling quarters, the author offers useful help for the research into the landscape design of economical functional dwelling quarters and for the exploration of garden saving.
