Through revealing the connotation of the core value,this paper discusses the importance of the core value for the library,and holds that the service first is one of the core values of digital library,and puts forward four modes for embodying its core value.

"People first,service first" is the aim of university library service.

Those who are engaged in this work must innovate the ideas of student management,change their ideas and establish the new ideas of "student first","quality first" and "service first" so as to meet the demands of developments in the new era.

Its innovational measures include giving priority to the entity status of enterprise technological innovations,adopting a provincial concerted cooperated common-share management,creating a flexible,open,incentive policy environment,building a comprehensive online service function,and establishing a secure,trustable management and service advantage.

The article gives an account of the developing stage of online service for future oil product retail industry and the problems to be solved, pointing out that non-fuel service by gas stations is an important approach to increasing economic benefits of gas stations.
