The method consists of two procedures:fuzzy multicriteria synthetic evaluation and fuzzy integer programming.

Based on constructing evaluation index system and considering the fuzzy characteristics of scheme construction of Logistics part,this paper describes decision-maker\'s subjective judge and quality analysis by fuzzy,founds fuzzy integer programming model,and applies fuzzy median to solve this fuzzy integer programming model,in order to select logistics park of construction in advance with reason.

On the basis of comparing the traditional empty wagon allocation model,the paper establishes a multi-objective empty wagon allocation fuzzy planning model which takes the satisfaction of consignors as the maximum goal and gives out an example.

Fuzzy mathematics was applied for establishment of fuzzy planning model, based on which, the method for choosing highway construction organization design scheme was obtained and achieved satisfactory result in real case.
