Some difference exists in the understanding of the concept of science and technology infrastructure(STI)for domestic scholars and those in other countries, as well as in the index systems for its performance assessment.

After investigating and analyzing, the following conclusion is put forward: The foundations of Sustainable Development include the philosophical foundation, the practical foundation, the scientific foundation, the social foundation and the direct theoretical foundation.
