在整个社会范围一定时期的生产条件、科学技术、市场销售等状况下，某种产品的社会平均成本。一般情况下，可以视为社会成本。但两者也有内在的区别。因为社会成本一般是指原始实际发生的成本总额或平均成本。但宏观经济成本，则更着重于强调如何获得一定时期最经济合理的成本。如怎样的社会生产力布局，技术结构、产业政策、产品更新、科技开发和生态平衡及物资供应等方面，才能使宏观经济成本最合理，整个社会的经济效益最大（参见社会成本条目）。
