通常决策层对信息的需求是面向主题的，信息应当以与决策密切相关的主题为中心组织起来，本文针对电子政务中数据库系统的分布式特点，结合Web应用环境的面向对象特色，提出一种基于主题对象的分布式数据库集成结构，该集成结构采用面向对象的方法，对主题进行对象建模，通过主题对象分解，将复杂对象分解成一系列简单对象进行操作，封装特性使对象的复杂属性和实现对用户透明，利用对象—关系数据模型映射原理建立透明的转换机制，底层上使之能够联接政府部门分布在网络中不同数据源的数据，实现异构多数据库系统的数据提取和集成，以全局数据库的方式为政府部门用户提供一个面向主题的统一的数据查询环境。
