针对黄河下游河道治理的治标性问题,即如何治理黄河下游河道的滩区,提出了三点建议,指出黄河下游治理不要停留在概念上,要通过各个方面开展实际工作,在实际工作中逐步取得共识,尽快地开展滩区治理工作;针对黄河下游河道治理的治本性问题,即如何改善进入黄河下游的水沙关系,指出需要研究黄河下游河道的生态用水量,合理配置黄河水资源。
