With the social development and the technology advancement, every featur-e the information society shows, such as civilianization of subjects, instant interaction of commutation, efficiency of technology, diversification of culture and standardization under the background of globalization, all has its own requirement towards the reform of administrative division system.

The topic of the reform of administrative division has already become a focus in the domestic administrative management system reform discussion at present, which evolves from the concern and discussion of the alteration of provincial administrative division and originates from the unreasonable present administrative division.

Form the view of the rule of law,the mission of administrative system reform executes the rule of administrative law.

As we know , administrative system reform precedes slowly , partly because moral function has not play a role in it.

Proceed from vision of NPM,and from the point of reference and reflexion,the article analyses the NPM s impact on administrative system reform of our country .

The objective model of the reform of administrative system in contemporary China consists of two parts,one of which is the value objective——giving priority to efficiency and giving due consideration to democracy,and the other is the objective of management model——rational bureaucracy supplemented by the new public management.
