In regard to the existing“three excesses”phenomenon in embassy project, as, budgetary estimate exceeding preliminary estimate, budget exceeding budgetary estimate, balance exceeding budget, the article focus on solving the investment control of the embassy project.
针对使馆工程中存在的“三超”现象,即“概算超估算,预算超概算,结算超预算”的项目投资控制问题,本论文尝试将价值链管理理论引入使馆工程的建设,并采取项目全过程的投资控制方式,利用价值链管理的增值效应,建立全过程分阶段的细化投资管理模式,并结合使馆工程的实际特点,更切合实际地分析“三超”原因,完善项目管理方法,提高投资控制效能。
